So the problem seems to be in the pdfsam processing but other PDF tools seem to have no problem with the problematic file (ie Foxit reader, Chrome PDF Viewer plugin, PDF-Tools Repair and Extract). Adobe recommends using Adobe Reader on a computer with at least a 1.3 GHz processor.

Go to Edit -> Preferences -> Page Display -> Use page cache (uncheck it). You can configure Adobe Reader to not display large images in a PDF file.

You can try to turn off the Use page cache option and let us know if issue still persists. Doing a search on the Adobe Communities site you will find many entries for 'insufficient data for an image'. It seems to be related to certain types of JPG images. I did not specifically process the image data. For this go to Task manager -> Performance -> Memory and capture it. The problem is in the Adobe software and not in the PDF itself.
